The project provided for construction of the main building for a power source. It was intended to provide a small town with electrical and heat power. The power source included a diesel power station, a hot water boiler house and an office and amenity building in the town. It intended to replace electrical and heat power facilities due to the decommissioning of the existing nuclear power plant. The total installed heating capacity of the energy center — 91MW, the electric capacity — 25MW.
